I, THEODOR MERON, President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("International Tribunal"),

NOTING the Order of the President dated 26 June 2003 assigning this case to Trial Chamber I;

NOTING that the Order assigned this case to a bench composed of Judge Daqun Liu, Judge Volodymyr Vassylenko, and Judge Carmen Maria Argibay;

NOTING that Judge Vassylenko and Judge Argibay are no longer judges of the International Tribunal;

CONSIDERING the need to expedite the proceedings in this case;

HEREBY REASSIGN, with immediate effect, this case to Trial Chamber I, composed as follows:
