I, LIU DAQUN, Presiding Judge of Trial Chamber I of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("International Tribunal");

CONSIDERING the provisions of Article 21(4)(c) of the Statute of the International Tribunal ("the Statute"), which guarantees the accused’s right "to be tried without undue delay" and Article 20(1) of the Statute which enshrines the right to a "fair and expeditious" trial;

NOTING the President’s confidential Order of 3rd November 2004 to assign the case to Trial Chamber I as of the date of transfer of the Accused to the seat of the Tribunal;

NOTING the arrest in Pristina by UNMIK on 19th October 2004 of the Accused and his subsequent transfer to the custody of the Tribunal on 4th November 2004;

PURSUANT to Rule 65ter(A) of the Rules of Procedure and Evidence of the International Tribunal;

HEREBY DESIGNATE Judge Alphons Orie to be the pre-trial Judge in this case, such appointment to take effect forthwith.
