It
would consist of 15 judges (with 9 judges constituting quorum)., 7 -
appointed by governments of the leading maritime nations of the
world, 6 others through a scheme of rotation within six groups. The
term of office of the judges would be 6 years. The scheme also
provided for national judges ad hoc, to replace sitting
judge(s) in case one of the parties was not represented by a judge.
The International Bureau of the PCA would serve as a registry of the
court, and the Administrative Council of the PCA would play a
similar role for the IPC. The President and Vice-President would be
elected by the court itself.
