I, THEODOR MERON, President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("International Tribunal"),
NOTING the Order of the President dated 19 February 2003 assigning this case to Trial Chamber I;
NOTING the Order of Judge Liu Daqun dated 23 May 2003 assigning Judge Joaquín Martín Carnivell as Pre-Trial Judge for this case;
NOTING the Order of the President dated 30 May 2003 assigning this case to the Chamber as composed by Judge Amin El Mahdi, Judge Alphons Orie, and Judge Joaquín Martín Carnivell;
CONSIDERING that the pre-trial stage has now come to completion and the case is ready for trial;
CONSIDERING the need to expedite the proceedings in this case;
HEREBY REASSIGN, with immediate effect, this case to Trial Chamber II, composed as follows:
