I, MOHAMED BENNOUNA, Judge of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the former Yugoslavia since 1991 ("the International Tribunal"),
HAVING BEEN APPOINTED as pre-appeal Judge in this matter by virtue of an order of the Appeals Chamber dated 16 May 2000;
NOTING the filing of the "Book of Authorities for the Appellants Brief of Vladimir antic" by the Defence for Vladimir antic on 4 September 2000 ("the Book of Authorities");
NOTING the "Order on Motions for Extension of Time" issued on 1 August 2000 and the "Order" issued on 29 August 2000 ("the Order of 1 August" and "the Order of 29 August" respectively);
NOTING that Rule 111 of the Rules of Procedure and Evidence ("the Rules") requires that "SaCn Appellants brief of argument setting out the grounds of appeal and authorities shall be filed within ninety days of filing the notice of appeal pursuant to Rule 108";
CONSIDERING that for the purposes of Rule 111 the filing of the following is required:
CONSIDERING that the Book of Authorities does not satisfy the requirements of Rule 111, since it provides only a list of authority citations;
NOTING ALSO that Zoran Kuprekic, Mirjan Kuprekic, and Drago Josipovic did not comply with the 4 September 2000 time-limit for the filing of relevant authorities as required by the Order of 1 August and reaffirmed by the Order 29 August;
CONSIDERING HOWEVER the informal consultation between one of the Defence Counsels and a Senior Legal Officer of the International Tribunal;
